In the course of the special support programme, „Aktive Kernbereiche“ („active core areas“), of the Hessian ministry of economy for traffic and land development, a feasibility study should be developed. The result of the study is a constructional concept that should lead to a broad consensus concerning the future use, organisation and image building of the chancellor palace. The whole interdisciplinary study goes far beyond the constructional aspects and will not only consider the architectural and urbanistic surrounding conditions but will also factor in the communicative aspects and those aspects that are relevant for the media in order to be able to be effective in public life. Besides the interests of the institutions that are currently located at the chancellor palace it is also necessary to regard the wishes of the public and those of the abutting owners (for example retail, culture, associations, services and gastronomy) in a balanced rate. The monumental value of the property should rise above just the practical usage of it as an administrative building. It should integrate the actors of different disciplines in the process of the planning and realization.
